It's Sonic CD! Originally released in 1993 for the Sega CD, and set in between Sonic 1 and 2, this game sees Sonic traveling through time to save the Little Planet from disaster.
This web version of the game is based on the decomp of the 2011 version of the game, which means it comes with several improvements, such as widescreen, a better spindash, and the ability to switch between the Japanese and USA soundtracks (for the uninformed, when the game was first brought to USA it had different music! Default is Japanese though)
Note that some menu/submenu options won't do anything because they're not meant for the web. Also, I'm not entirely sure how saves work here, but I think your progress should be saved just fine.
This web port doesn't seem to include the iconic animated intro (but you can always just watch that on YouTube).

For a nicer experience, this remaster of Sonic CD has a PC version! You can download it here. It used to be on Steam but then SEGA delisted it. You can also buy Sonic Originson Steam or consoles, which includes this and the Genesis trilogy's remasters, and adds playable Knuckles and Amy to this game. Sonic CD is also available for free on Android and iOS. Or if you don't mind doing some extra stuff, get the decomp.

Anyways, hope you enjoy this game and remember to pause the game before sitting around for 3 minutes doing nothing unless you want Sonic to abandon you.
